Florida's Poorest Neighborhoods Are Its Deadliest for Walking
We mapped eight years of Florida pedestrian deaths onto the Census neighborhoods where they happened. The result is a straight line: the poorer the neighborhood, the more likely you are to be killed walking in it. In the poorest fifth of Florida, pedestrians die at nearly four times the rate of the richest fifth -- and it has less to do with race than with the wide, dark, fast roads that run through low-income areas.
Before you read: this is data journalism built from public records. It shows where pedestrians are dying and what those places have in common -- it does not prove that poverty itself causes any single death, and it is general information, not legal or policy advice. Every figure is an aggregate pattern across thousands of neighborhoods.
01The poorer the neighborhood, the deadlier the walk
Florida is one of the most dangerous states in the country to be a pedestrian. But that danger is not spread evenly. We took every Florida pedestrian killed from 2016 through 2023 -- 5,721 people -- found the Census tract (a neighborhood of a few thousand residents) where each death happened, and sorted Florida's 5,160 neighborhoods into five equal groups by household income. The death rate climbs at every step down the income ladder.

The gap is not subtle and it is not a fluke of one city. Neighborhoods below Florida's median household income (about $69,000) are home to half the state's residents but account for 68.8% of all pedestrian deaths. The poorest fifth alone, with a fifth of the population, absorbs 35% of the deaths.
02It tracks income and poverty more than race
Pedestrian-safety gaps are often told as a story about race. In Florida the data points somewhere more specific: this is mainly a story about money and the built environment. We ran the same neighborhood ranking four ways. Income, poverty, and renter share all produce a steep gradient. The gap by race is real but noticeably shallower.
How sharply each way of sorting Florida's neighborhoods separates the highest-risk fifth from the lowest-risk fifth. Income and poverty divide pedestrian deaths far more sharply than race does.

Majority-non-white neighborhoods do see a higher pedestrian death rate than majority-white ones (3.9 vs. 2.9 per 100,000 -- about 1.4 times higher). But sort the same neighborhoods by income and the gap more than doubles. Where the two overlap -- lower-income communities of color on Florida's big commercial corridors -- the risk is highest. The common thread underneath all four rankings is the kind of road these neighborhoods are built around.
03Dangerous by design: wide roads, in the dark
Pedestrians are not mostly dying on quiet residential streets or on the interstate. They are dying on the wide, fast, multi-lane arterials -- the six-lane commercial corridors lined with bus stops, strip malls, and apartments but often missing crosswalks, medians, and lighting. These roads run disproportionately through lower-income Florida.

More than three-quarters of these deaths happened after dark, and nearly a third on roads with no lighting. That combination -- a person crossing a wide, high-speed arterial, at night, with no crosswalk nearby and no streetlight -- is the signature Florida pedestrian death. It is a design outcome, not bad luck, and it is designed into the neighborhoods that can least afford to fight it.
04Who is dying
The pedestrians Florida loses are disproportionately older and overwhelmingly male, and the toll rose over the eight years we studied -- from 647 deaths in 2016 to 809 in 2021, the worst year.

Just over 71% of the pedestrians killed were men. The heaviest toll falls on working-age and older adults -- people walking to work, to a bus, or across the road they live on -- not, as is often assumed, mostly children or the very old.
05What this can and can't tell you
This is a data-journalism analysis of public records. It shows a strong, consistent pattern; it does not, by itself, prove cause.
- Fatal crashes only. This counts pedestrians killed (federal FARS data), not the far larger number injured, so it understates the total burden.
- Neighborhood, not victim. We placed each death in the Census tract where it occurred and used that neighborhood's income, poverty, and race (ACS 2018-2022) -- it describes places, not the individual killed.
- Correlation, not proof. Low income, poor road design, and little lighting travel together; this analysis shows they line up with pedestrian death, not that any one of them caused a specific death.
- Eight years, statewide (2016-2023). Rates are per 100,000 residents per year so neighborhoods of different sizes compare fairly.
- Aggregate patterns only -- no individual is identified, and none of this is legal advice.

Who is most likely to be killed walking in Florida?
Working-age and older men, not mostly children. Just over 71% of those killed were men, and the heaviest toll fell on ages 45-64 (2,071 deaths) and 25-44 (1,620), with 1,228 aged 65 and older and only 140 under 15. The yearly toll rose over the period studied, from 647 deaths in 2016 to 809 in 2021.

Methodology. We took every pedestrian killed in Florida from 2016 through 2023 from the federal Fatality Analysis Reporting System (FARS) person and accident files -- 5,795 people (5,721 with usable coordinates) -- identifying pedestrians as those coded person-type 'pedestrian' with a fatal injury. Each crash's latitude/longitude was assigned to a Census tract using the FCC's public Census Block API, placing 5,718 deaths (99.9%) in a tract. We joined each tract to its demographics from the Census Bureau's Planning Database (American Community Survey 2018-2022 five-year estimates): median household income, poverty rate, race/ethnicity, and renter share. Florida's 5,160 tracts were sorted into population-weighted quintiles (each holding a fifth of the state's 21.6 million residents) on each measure, and we computed the pedestrian death rate per 100,000 residents per year in each quintile. Road type and lighting come from the FARS functional-classification and light-condition fields. This reports aggregate neighborhood patterns from public data; it identifies no individual and does not establish that any factor caused any particular death.
